CentList
will develop at the grassroots level. The initial product/service listings will
originate from seller entities recruited into CentList by its founder and by
those seller entities who were recruited at a prior time. This is mainly to
better ensure that only honest sellers are initially posted on the site. (Those
recruited by said prior entities will have “Recruited by” and the name of
their recruiter by their listings so that the recruiters will be credited for
the recruitment. To be credited with a seller recruit,
your recruits must come from outside sources, with whom you have no
affiliation--the definition of "true recruitment." If you bring in
other companies you own or are employed by, these "recruits" will be
credited to your original recruiter.)
CentList
will list all product/service/networking ads in such a way as not to offend
anyone. Adult listings will be allowed in the future, with a registration and
password being required to better ensure adult viewership. No openly bigoted
listings will be allowed.
All
listings will remain posted for a full year unless CentList is
otherwise notified by the listers.
In
these initial stages, CentList does not take responsibility for the actions of
sellers or of the buyers. CentList’s only responsibility is to post the
listings. Those wanting “buyer protection” should hook up with sellers on
CentList and then have the sellers transfer the desired items to sites already
guaranteeing such protection.
At this stage, buyers may leave positive ratings simply by notifying CentList. However, buyers will be allowed to leave negative or neutral ratings only by mailing in the e-mail invoice (or proof of order acknowledgement from seller) as well as the buyer’s proof of payment. Buyers may dispute negative ratings only by providing proof of delivery confirmation. An inordinate quantity of negative ratings will result in the seller’s expulsion.
When
listing fees are charged, CentList's plan is to be able to accept all
electronic transactions (credit cards, PayPal, bank transfers, etc.) into the Ad
Spread Collective (or ASC) Transaction Fund (ASCTF). The ASCTF will serve as a
debit fund that all entities using ASC services will deposit money into and may
then make FREE transactions from. *Members may
deposit any feasible amount they wish as long as they pay any transaction fees
charged by companies outside of ASC. (For more, see FUTURE

As
said in “ABOUT,”
the original product/service listings will originate from invitations. Those
sellers not invited but wishing to become CentList sellers must be
well-established businesses and/or must have positive ratings on other sites. In
the future, credit card or bank account registration will be required for
membership.
Anyone may post networking listings (such as in the categories of BUSINESSES, ORGANIZATIONS, WANTED TO BUY, PERSONALS, and SEEKING CONTACT) without being invited to CentList. However, only well-known or invited entities may solicit funds in such ads.

Listing
fees on CentList will be very
cheap:

- 9 listings: 10¢
each.
10 - 19: 9¢
each.
20 - 29:
8¢ each.
30 - 39: 7¢
each.
40 - 49: 6¢
each.
50 - up: 5¢
each.
2) CentList will list items/services for a full year unless otherwise notified by the sellers. List it and forget it. Avoid the aggravation, time-consumption, and/or ever-increasing expense of having to constantly renew listings every week/month or so.
3) NO COMMISSIONS will ever be charged, just listing fees. This, along with the cheap cost, will allow sellers to list items at cheaper prices and be more competitive. Plus, because CentList would have already collected its listing fees beforehand, sellers can list their complete contact info and, if they wish, the seller and buyer could take over from there regarding transactions.

Multiple Selling Options—NO RISK. Sellers
may offer a Buy-It-Now price, accept bids, or both. Sellers do
not
have to accept any particular bid but may accept any bid and sell to any buyer
they wish.

List any quantity of
the same item in a single listing at
no extra charge.
6) Gain a more PROMINENT listing by contributing to charity. Sellers may add a charity surcharge to the standard listing fee and receive a higher status for their listings. The complete surcharge amount will go to their selected charities. Example: Seller Jones lists 10 items at 9¢ each. Jones adds a surcharge of 5¢ to 6 of the listings (= 30¢ surcharge total) and has selected 3 charities. Thus, each of the 3 selected charities will receive 10¢, and Jones will receive a more prominent listing for said 6 listings.
7) Swap money back and forth FREE of charge, in unlimited quantity and frequency. The Ad Spread Collective Transaction Fund (ASCTF) will accommodate this process.
